Having visited the park on several occasions while staying in Ueno, I can attest to the great lighing throughout most of the park. In the case of this shot, I think it was trees along the path to the Toshogu Shrine that lead to the cool lighting.

We passed these lanterns as entering the 10,000 torii gate hike along the Inari mountain (it's more like a hill...). I think my favorite part of the scene is the swaying tags hanging from the lanterns, which give the photo a subtle sense of motion.

I think this photo benefits from my above average height, as there's a gradual ramp running along the side of the building with the lanterns, making it hard to frame the shot. If worse comes to worse and you'd really like to get a similar shot, try turing on the live-view feature of your camera (if DSLR) and take the shot with the camera held above your head. But be sure that your shooting with good light, a fast shutter and image stabilization to prevent a shaky photo!
The photo was taken on the Fuji X100 at f2.8, set to aperture priority (1/15 of a second) with an ISO of 200. Looking back, I should have increased the ISO to about 400 to promote a faster shutter speed.
